Manual or Automatic? I will assume automatic. Most likely a vacuum leak or a device like the air conditioner turning on telling the ECU to increase the RPMs to compensate. The car moving forward is the torque converting starting to lock up as the RPMs rise which is normal. I would check for a vacuum leak first.
