It uses processor and bus speeds eg 2Ghz to quantify how fast it can take data out of storage and into memory and viceversa. RAM may also have i/o speed limitations which would probably also be measured in Ghz or Mhz but the standard way to characterize RAM is by its size in GB (GigaBytes).
