If you mean by this, "Would a year without firearms be a good thing", then "yes", this would be very desireable (as long as this applied to criminals, as well). ;)
Subtract the first 2 numbers of the serial # from 2000 and that would be the year the gun was manufactured

A good gun would be something smaller like a small jbl woody or ab biller which are easy to use and great for introducing someone to the sport.
I would have to know more about it but if it has choke tubes then no it would not make a good slug gun. If it was a Fixed barrel then you could saw about an inch off and then it would be.
