It will depend on your style of play but there are cards that are a must in a deck. For me you should have a card that allows you to get or draw a card, eg Pot of Greed, Sangan or Witch of the Dark Forest.

If you do this, and then the Machina Cannon is destroyed, then yes, it can be summoned by Monster Reborn. But the other two copies of Machina Cannon in your deck cannot be summoned by external effects, Inferno Reckless Summon would not work.
Yes, you can use the trap card Ultimate Offering which you would have to pay 500 lifepoints for each extra normal summon, or there is a spell card called Double Summon which allows 2 normal summons.
It is not worth anything really. It comes from the original Yugi starter deck, which would only be worth something (not much though) if the deck was complete and perhaps unopened. Monster Reborn has been reprinted dozens of times. Anyone who needs one, can get one, there is no demand for that particular copy from players or collectors.

No, because Flame Wingman says it cannot be special summoned except by Fusion Summon. When a monster says it can 'only' be special summoned a certain way, then this is for the initial summon only. If you summon it properly using that method, you can later resummon it from the graveyard with cards like Monster Reborn. However, some say they cannot be special summoned 'except by' a listed method. For these, this is the only way they can ever reach the field. Even if you summon them properly, you still can't summon them back to the field. Flame Wingman is an 'except by' monster, so Monster Reborn would not work on him, and neither would De-Fusion.
