The left rear corner of the head was known to leak on those years (mostly 2000-2002). Facory head gaskets were problomatic. Many were warranty.
Generally it is recommended replacing the timing belt and water pump on a 4 cylinder Subaru engine at 10 years or 100,000 miles, which ever comes first.
The water pump on a 1991 Subaru Legacy is in the engine compartment. It is found at the base of the engine.
You need to burp the radiator and cooling system.

Subaru engines are non-interference, meaning that the valves and pistons never occupy the same space. You only need to know this if you are planning on breaking a timing belt, something you won't have to worry about if you replace the belt (and water pump) at the recommended interval. --Ken
Yes. You cannot see the water pump because it is in position to be driven by the timing belt. Always replace then together.

Head gasket is probably blown. Water is passing out through exhaust. This is a common problem with subarus
replace heater core. replace fan.
