It depends on exactly what you mean. If you mean teaching in an elementary school, yes, you need a degree. Almost all, if not all, schools require a degree to be a teacher. If you want to teach private lessons or at a private music academy that is not a school, then you don't have to have a degree unless the academy requires it. In the state of Michigan, where I taught elementary music for many years, you needed at the very least a minor in music to teach it on the elementary level, and preference went to candidates with a major in a music discipline area.
