its likely to be a fuse problem. the fuses can be found underneath the steering column usually

I had the same problem on my 2002 Monta Carlo. I had to get the whole control stick on the left side of the steering wheel. Plan on spending about $800
You will have to replace the switch that is under the top cover on the steering column, the steering wheel has to come off to get the cover off.
The horn button contacts on the steering wheel are dirty.

It probably will work, if you pull the wheel to the right of left a little before turning the key.
I have a 1999 w3500 turn signals would not work. Tried about everything to fix. Found the problem was the switch in the steering column, blew it out with an air hose and it work perfect now.
The problem could be a dirty sensor or the sender is no good.
