Sounds like a blown head gasket or a cracked head. does the car overheat? check for water in the oil, or oil in the radiator.
i would check out the injector pump. it is a common problem with that model cummings.
Problem in the injectors. Put a can of injector cleaner in the gas and see if it helps.
Probably water getting in the distributor cap.
I have a 2001 Dodge Stratus 2.7 and had the same problem. I ended up replacing the fuel pump in the gas tank.

Dodges are good for blowing fuses. If that is not it, the fan switch might need replaced.
For the air. It could be that your system may need to be charged or you may have a leak, or your a.c. pump may be bad.
