First, look at the obvious things. Is the a/c actually running. If it is and the a/c bely is properly tightened, you may need to add the chemical coolant to the system.
Your air conditioning unit might need recharged with freon. If there is not enough freon in the system the system will not cool the air in the heat of the day but when the outside temperature drops in the evening it might be easier to cool.
An Electrical Short Cut somewhere would cause it to blow the fuse. A pinch wire would ground the system, and cause a shortcut.
An air conditioning unit that does not blow cold air definately warrants a repair. With central a/c units, they do not run on a battery, but are powered by electricity. Mobile units may need repairs too, and will be cheaper to fix.
A blow to the head would cause swelling.
