Well, I don't know anything about Dodge Neons, but my 1997 Ford Escort did the exact same thing about a week ago. The reason? My battery was dead. I got it charged and it's been fine since. So try that. Depending on how old your battery is, you might need to replace it or you might just need a jump start. Good luck.
