A heater fan that runs anytime the key is on is usually caused by a failed blower resistor. The blower resistor is located behind the glove box door. You open the glove box and pull inward on the stop bumpers on the sides to remove door. Look in and you will see two plugs on the resistor. Unplug them, remove two screws, and remove the resistor.
Those are two seperate circuits. Start with checking the fuses. There is a fuse for the radio and a fuse for the heater blower motor.
If it's the front passenger side ,I would say your heater core is leaking .
A bad control switch can cause your 2003 Nissan Sentra heater blower to stay on. The motor or a bad sensor can also cause the heather not to work properly.

I would check the fuses in your 2003 Intrepid. If you had a bad battery, the lights and hazards would be dim. The heater, turn signal and windows may be on the same fuse.

Short in the wiring or the radio itself.
The most likely problem with the heater blower on your 2003 Sable is the blower resister. The resister can go bad and cause you to only have one speed.
Probably need to add antifreeze. Check the Radiator not the overflow tank. If you are low on antifreeze it will not circulate through the heater core.
Defective blower motor Resistor Pack. Replace it.
