Most often that's caused by one or more of the pulley's being misaligned. Check the alternator, Power Steering pump and any other pulley that may be out of alignment. If anyone has recently worked on the alternator, power steering or whatever, make sure all of the braces were put back in place. That's probably the most common reason for allowing a pulley to bend out of alignment.

also, we've checked for wobbling/cracked pulleys, they're all lined up (with belts on and off.) no overheating or low battery while belts are on. belts squeel during start up and acceleration for a few minutes, then it stops. also, squeeling is worse when the air conditioning is on. but that is a separate belt, and that is not the belt that is shredding. (a/c and powersteering are on one belt, water pump and alternator are on a separate belt) please help!!!!! I'm frustrated.

Check to see that all belts are tightened to factory specs. Too tight or too loose and they will break. Check the alignment of the pulleys. One out of alignment will cause this. Check the tensioner idler pulley if equipped. Installing incorrect type belts will also cause this. Refer to the link below for the diagram. If you have a serpentine belt it replaces the V-belt in (3) of the diagram. If you have the upper smog pump fitted it is powered from the power steering pulley.

Get the problem repaired before you end up in the ditch, or worse.I also noticed you used the term "tire" rods rather than "tie" rods, and might be referring to tire cords or belts. Broken cords or belts in a tire will cause the entire wheel to be out of balance and will therefore cause shaking. A tire with broken cords or belts is extremely unsafe and should be replaced immediately.
Many things can cause a serpentine belt to come off. Most likely, it slipped off, or the tensonier that holds it in place was not tight enough.
Changing the alternator or removing and installing the belt should not cause excessive stress or wear on the belts.
Incorrect tension, or contamination. A bad bearing in the alternator, A/C compressor, etc will cause excessive stress on the belt, and it will squeal as is slides over the stiff parts. Also, serpentine belts are very sensitive to grease or oil. DO NOT use traditional V-belt dressing on a serpentine belt. The least it will do is squeal. At worst, it will pop off while the engine is running and you're under the hood looking at something. They have quite the bite when they let go.
