What would cause a Harley Davidson Electriglide motorcycle to blow the fuse for the lights and the volt meter that is in the dash to show around 14 volts which is higher than normal?

Could be a defective voltage regulator but 14 volts does not seem to be excessive if the lights are not drawing.
Check for a dead short in the wiring or light sockets
Replace fuse with an auto resetting breaker, remove all bulbs/sockets and check and replace one at a time until breaker trips then investigate that unit
