You are going too slow...... Having large tires will cause the available power (because of the high ratio) to not be enough to turn them. This assumes everything else is in reasonable condition and there are no 'problems' with the engine, like a cylinder misfiring or low power output.

Do you have spark at the coil? If not it could be the coil but I would put my money on a faulty ecm. Happened to mine and the repaired ecm fixed it.

There is a common problem with the Suzuki Samurai wiring in the starter circuit. Called the Clicky-Starter problem :-) it is easily corrected by installing a Clicky-Starter kit:-) which is nothing more than a relay, a circuit breaker, and wire connected through the relay directly to the starter. Inexpensive kits are available through eBay or any of the many Samurai parts sources, or you can easily make the corrections yourself with discreet components. simply put the motors are to small also the are rated very badly for roll overs so larger tires is not really a good idea edit: loss of power attributed to larger tires can be corrected by changing the gearing in either or both the transfer case and differentials.
