What would cause a Vauxhall Calibra's indicator lights to remain on constantly ie not flashing even after the indicator fuse has been removed and the alarm has been disconnected?

a short circuit. Somewhere the wires are shorted and drawing power from elsewhere, you could remove and replace the fuses one at a time to give you some clue as to where the power is being drawn from then consult a wiring diagram to chase the short down.
