It depends, chocolate and cookies are two totally different things unless there is chocolate in the cookies. If there was chocolate in the cookies, the price of chocolate would fall because of inflation, it would be obvious that people don't want the product since they aren't buying it so the smartest thing to do would be to drop the prices.

Whether chocolate chips can be used in place of a chocolate bar depends entirely on the recipe. If the chocolate bar is broken or chopped up, and the chips are the same type of chocolate - milk, semi-sweet or bittersweet - then the chips probably would be a good substitute.
