No. The cat's hair has nothing to do with it's balance. you could save your cat and it would walk fine. just look at naturally hairless cats and Persians. they have totally different lengths of hair, but both walk just fine.
It depends if your cat likes being on a leash. If not walking your cat around the yard would be more like following the cat. If you held it that would be a different thing. You wouldn't exactly be "walking" your cat.

Never walk your cat on a collar, by the way, their throats are too delicate. If your dog doesn't mind the cat and your neighborhood is safe for that kind of double-walking, then no, it would be fine.
