Your vehicle is equipped with a computer that monitors the engine's emission control system.This system is commonly known as the on board diagnostics system or OBD II.The OBD II has detected a malfunction.EXAMPLES: 1.The vehicle has run out of fuel.( the engine may misfire or run poorly) 2. Poor fuel quality or water in the fuel 3. The fuel cap may not have been properly installed and securely tightened.
Check and fix the engine.

check the recalls!!
Follow the troubleshooting tree that is associated with that code.
check the recalls for the 99 mercury cougar!! it includes a recall on the throttle cable...
With an OBD2 scan tool. The problem must be repaired or the light will just come back on.
Check for a blown fuse.
If the Check Engine light is lit or has lit, that means the computer has detected a fault in either the performance or emmissions system of your vehicle. Have the OBDII terminal scanned for the trouble codes.
Check inside the center console.
Check the fuses and the relay that controls the door locks. A power loss is the most likely cause of the problem.
fill till the level in the resovor is at the cold line. run the engine to bleed the air out and then check it again
If the check engine light is blinking that means that an engine cylinder misfire has been detected . You can drive it in for repair , just avoid any rapid acceleration or deceleration because you can damage the catalytic converter
