If there is a fuel/oxygen ratio suitable for combustion, if the fuel is suitable for combustion at atmospheric pressure, and if there is some sort of ignition, like a spark or unrelated fire. Mainly car explosions are triggered by other reason. If the fuel tank heats up (possibly by a small fire) the liquid fuel expands and puts the tank under pressure. This tank (possibly weakened by the heat) can rupture and explode. Much like a balloon does in small scale. Or, ofcourse, if the car was transporting some sort of explosive material.
