The white smoking is water (or coolant). This could mean that you possible have a head gasket going out and or water (or coolant) getting into your cylinders. You should have that check to prevent further damage. As for the fouling on your plugs it is hard to say because there is no mention to what they look like. Take a fouled plug out and in some of the Clinton's repair manuals they show you a fouled plug and the cause and symptoms for it. You could take it to a mechanic or an auto parts store and ask, hopefully someone knwledgable there, what that is caused by. Good Luck and hope that you can get that resolved.

No. A bad head gasket would cause water to come out the tailpipe. You will see white smoke. Leaky rings would cause oil to come out the tailpipe. You will see blue smoke.

More than likely it is a bad head gasket or a cracked head. White smoke means you are getting anifreeze in your cumbustion chamber (cylinder) and when it fires it is burning the moisture creating white smoke.
no... for there to be white smoke there is water in your combustion chamber if there was too much oil it would be black smoke Black smoke is usually to much fuel and blueish white is oil. So yes it is possible that it is oil in the combustion chamber.
Could be several things. Typically, oil burning is blue smoke, and water/antifreeze is white smoke. With a combination of fast oil leak *and* white smoke, my guess would be to check the Cylinder Head Gasket or a cracked Cylinder Head.
