What would cause my right turn signal to delay blinking for up to 15 seconds when weather is cold and work fine in warm weather. The car is a 94 Honda Accord?

Are you talking about the turn signal? If so then, the turn signal has a small device inside the steering wheel which turns the signal off after you make a turn. It is broken. The steering wheel must be removed to repair this. I advice against attempting this yourself due to the danger of the air bag deploying prematurely. Take it to a professional.
