Your vehicle us too low to the ground or your wheels are too big...or both
This can be a defective left front wheel bearing. Can also be the tire is rubbing against the fender liner. Loose wheel will also cause this. Inspect everything.

Check the starter relay on the right side above the fender the little red wire going to the top sometimes comes loose

It would be cheaper for you to go to autobodyparts.com or your local salvage yard and buy a new fender than to rty and repair the old one. Changing a fender is easier than you think.
Your head light sensor has gone bad....and should be replaced. It is located inside the engine bay on the right fender on the side of the relay box it is about 2inches long 1 and half inch width it is bolted right on the fender. It a metal cover on the plastic incasement!
First check to see if something is rubbing the tire like maybe a loose fender well. It could also be a wheel bearing.
