sounds like you have a part blockage or could be water backing up from the main sewer line,either way you'll need a plumber
One way to check what's happening, is to remove the io (inspection Opening) directly outside the toilet, there should be a plastic cap about 120 mm in diameter normally at ground level or could be just under,
unscrew the cap and check for back up water, pipe should be empty when not in use.
If there is water, call your local council water dept. it may be there problem n have to fix it.
If pipes are empty, you may have tree routes straggling the pipes or could be anything down there, so get someone else to flush your toilet with clean water n i suggest you use a rain coat:) the flushed water should flow freely through and away
If there is a blockage and it is on your property, then you'll have to get onto a plumber, they have the tools.
