What would cause the air conditioning in a 2000 Nissan Altima to stop running during the hottest part of the day but run great when its cool out side?

Sounds like it needs re-gassed. If the ac is only working at 20% then when its hot the air blowing may feel warm, but when the air outside cools it feels colder inside. Hope this helps
