if its not getting fuel than yes that's a problem, how ever it sounds like the balist resistor is bad, cause on a dodge there is a dual ignition system, which is called a primery and a secondary, one has 12 volts and the other only have 6 volts till start up than it all gose to 12 volts

It could have a pluged fuel filter or a pluged fuel inlet screen. Make sure the fuel pump has a full 12 volts.
first check injector pulse if it does not work replace module in dist.

switch it with a relay that works, like your horn relay or simulate the relay with fused jumper with 12 volts from your battery. 87 on your relay is your out to the fuel pump. putting 12 volts to the point of contact where 87 would be should start your fuel pump.
you need to make sure that the fuel pump is getting a full 12 volts and make sure it has a fresh fuel filter
No, a bad fuel pump will cause a no run situation.
