Iam an ASE Certified mechanic and i had the same problem with my 99 century and i wasnt able to drive at night. After hours of testing wires we came to the problem. Its the turn signal switch assembly which is tied into the hazard switch on top of the steering column. Its all one piece with a 3 foot long wiring harness attached to it running down the bottom of the steering column and going underneath the dash. The least expensive place i found the part and had it in stock was my local Auto Zone and still the part was $200.00.
P.S. This is a common problem on these GM cars. Mine did the same thing to the tee! The lights will go on and off then they just went off for good and this solved the problem.
There should be separate fuses/relays for the low beams. Check the underhood fuse block located on the firewall. They are all clearly labeled.

You have something over the sensor on top of the dash that is blocking the thing from working?
Make sure the parking brake is completely released. If the parking brake is on the Highlights go off.
Where are the relay switches on a 1999 Buick Century for the headlights
The contacts in the dimmer switch, on the steering column, may be burned from the headlamps being on all the time. The switch has to be replaced. First check the low beam lamp filaments with an ohm/multimeter for continuity.

Easy. There is no Buick LeSabre "Deluxe".
There is a switch especially for the foglights under the dash towards the driver's side door left of the steering wheel. The foglights will come on only if the low beams or the park lights are on. When you change from low beams to high beams the foglights will go off. Also when you turn the car off the fog lights go off too.
Depending on the year, the Regal could have a relay to control the high beams. Check the distribution box under the hood to see if there is a bad headlight relay.

There is a switch called the "twilight sentinel". That alllows you to adjust the time that the lights will stay on after you turn the engine off. Check to see if that is working properly.
