Should be the same fuse as the radio
The antenna circuit is the most likely cause of the static. check to see that the antenna cable is plugged into the radio, and there are no loose wires.
If the radio and antenna are both malfunctioning on a 1998 4 Runner their may be an issue with the wiring. Check the wire with a spark tester and see if there is any current flowing through it.
The power antenna relay on my '91 4runner is located almost directly above the clutch pedal. It is a black box about 3"x4"x1" and has a white plug coming out of the front of it. The easiest way to pinpoint it is to turn the volume on your radio all the way down, and just turn the radio on and off. Follow the clicking till you have it.
Because your truck is old and the wires are not connected to your antenna. Check to made sure your antenna is in proper condition.

Could be broke, or might just be a Hyundai radio. Check antenna, and cable from antenna to radio.
To connect the radio antenna on a 1993 Ford F-150, the back of the radio needs to be exposed under the dash. Plug the radio antenna wire into the back of the radio and tighten the nut.
The antenna doesn't have anything to do with the speakers but if the antenna won't extend then you may only receive the closest station near your area.
