it would be in need of some lubrication
Perhaps bad or weak clock-spring (real part) inside steering column
Could be the pump or maybe need fluid
Its your bushings, they need to be replaced. About $200 at a shop.
Failing strut, cv joint or steering bushing.

Get it lubed. If still does it, check your steering components for broke seals
