It would be 12:30 PM in Los Angeles.
It has thousands of active faults running through the city. But Los Angeles doesn't get too many earthquakes. The last earthquake to be diretly in Los Angeles County, that was moderate, was a 5.5 on 7/29/08. Los Angeles does feel earthquakes from other parts of California and Mexico. The last time this happened was a 7.2 in Baja California, that most of Los Angeles felt.
We do expect that sooner or later there will be a very severe earthquake in the Los Angeles region (along the San Andreas fault) which we are calling the Big One even though it hasn't happened yet.
Very much prepared, which is why only about 60 people died. Considering it hit right under a populated area the effects could have been a lot worse if it was not for the strict building codes that exist throughout Los Angeles and the rest of California.
