Pilgrimage (or Hajj) is the fifth pillar of Islam five pillars (refer to question below). If one denying Hajj intentionally and knowingly this expels him/her from Islam and becomes sinful. However, if he/she can't afford to perform pilgrimage due to health, financial, or safety problems then it would not be a problem.
