If both vampires have enough blood in their system, then nothing. However if the vampire who is being fed from has little amount of blood in them, then they will become weaker when the blood has been drained from them.
The vampire who is feeding from them will get slightly stronger from drinking the blood, but not as much as if they were feeding from a human and it was fresh blood, as it has been going around the other vampire's body, making it less pure.
