If the two consuls disagreed on how to handle an emergency or a crises, the Roman laws provided for the appointment of a dictator. The office of dictator was only supposed to last for six months or whenever the problem was solved if that came first. The office could be renewed if more time was needed for results.

They would not go along with what was originally planned therefore, it would be a double "veto". However if the problem still remained, the question would be put to the senate for debate. If there were no consensus of the senate on the issue, then a dictator would be appointed.

The office of the dictator was created to deal with emergencies. This had nothing to do with disagreements between the two consuls. In fact, he was appointed by the consuls. This office was created in the days when Rome was continually attacked by neighbouring peoples. It was a response to the need to deal with military emergencies and the need to have a sole military commander (normally the Roman army was commanded by both consuls) for better military efficiency, or to have a military commander with better military skills than the consuls, who were primarily politicians. The term of office of the dictator was six months and his mandate was specified by a senatorial decree.

What kind of situation would happen if there was no government explain the situation?

Without a government, society would lack a centralized authority to establish laws, maintain order, and provide essential services. This could lead to chaos, as there would be no system in place to regulate safety, resolve disputes, or protect individual rights. Basic functions such as security, infrastructure, and public welfare would likely suffer, resulting in potential conflict and instability within the population.
