No, that answer is completely incorrect. The question asks what would happen if all of the sun's incoming radiation was absorbed, and none of it was re-radiated back into space.
The answer is that the Earth would heat up. The atmosphere would get hotter too, and more and more of it would escape into space until very little remained. By now the oceans would be hot enough to steam, and then to boil. Once the oceans had all boiled dry, and the atmosphere escaped into space, what would be left would be a hot, dry planet that got hotter and hotter as it absorbed solar energy. Eventually some of the metals with lower melting points would begin to melt and form pools - of tin and zinc, for example. As time went on, more and more metals would melt out of the rocks. In the end, the crust of the Earth would become molten.
Early in this process life would be wiped out.
The earth would stay heated up because of the greenhouse effect.
