You first need to decide what you mean by 'cooked'. Most people would regard it as the state that an edible thing like meat or vegetables turns into when heated in one or more ways for a suitable length of time. So, does water change when you heat it? No (apart from becoming steam, of course). So it's not possible to cook water, although it is possible to heat it.
