Mexico was in the middle of its Mexican Revolution (1910-1921), with several warlords already fighting Mexican Federal troops. Even if Mexico actively wanted to have New Mexico, Arizona and Texas back, such plan was unfeasible due to the logistics involved, including lack of weapons and manpower - Mexico had a population of 14 million, while the US had a population of 102 million.
If however, Mexico had agreed to such plan, it would have meant the utter destruction of the country. Several warlords - who were well armed, and had competent fighters - would have turned to guerrilla tactics, inflicting high losses on the American forces. However, Mexico would have been eventually defeated due to the sheer numbers of American combatants.
The most serious result of such war however, would have been the inability for the United States to join the allied forces during World War I by 1917. Such consequences would include one or two years of more fighting, and greater loss of life - by the millions, mind you. It is unlikely that the Central Powers would have won such conflict, but they would have been on a more secure position to ask for a truce.
Mexico would receive financial and military aid to reconquer Texas, Arizona and New Mexico, which where lost during the Mexican-American War (1846-1848).

The "Pact of Steel" is a reference to the alliance between Germany and Italy signed on May 22, 1939. The pact was an alliance between the two in the event of either being invaded. Also it went one step further to state that neither side would make peace unless the other agreed. The pact was intended to last for ten years.

Bismarck set into motion an alliance with Austria-Hungary, whose expansion into the Balkans conflicted with Russian policies. In 1879, Germany and Austria-Hungary joined in a defensive military alliance. Now, Italy was enraged at France, whose seizure of Tunisia in 1881 thwarted Italian military objectives. Under Bismarck's leadership, France was defeated in the Franco - Prussian war. The peace terms were damaging to France and Bismarck sought to deter France from waging a war of revenge. To do this Bismarck did the following: 1. Bismarck sought to isolate France and gain allies for Germany; 2. Bismarck sought and acheived an alliance with Austria - Hungary, whose expansion into the Balkans conflicted with Russian plans; 3.
