This may be just my opinion, but I would have to say no, the way that the world is governed and how it is different today then it was during the roman empire, the world would not stand for it, and would probably cause a war (maybe world war 3). so no, not in modern day times.

Each army consited of a couple legions, each legion about a thousand soldiers.
