If Robert E. Lee did not surrender, it would only have been a matter of time before the entire South was lost to war. The South had already lost too many men and had too many hardships to win the Civil War.

Although Lee did not know it, he had an army of 200,000 coming to his aid when he surrendered. Had he known the Union probably would have lost bitterly and the Confederacy would have taken over the whole US.
