If you have a spark and the fuel in your tank is adequate, the first thing I'd check is the fuel pump. It requires significant pressure to move fuel through the injectors.
Have you checked your timing and timing belt? The timing belt usually goes when the engine is running and the engine itself is usuall toast when this happens. However, you may have gotten lucky and if the belt is gone, it may just require replacement. If it's not set up properly, the engine will backfire a lot and will not run consistantly if at all.
Behind the radio under the dash according to the hoses going thru the fire wall.
I would start with replacing the spark plug wires and spark plugs (if you did not do that for a while). If does not help check the coils or distributor depending on what you have.

No, if the car was shut off and cool, which it would have been by then. You did not try to start the car. It would have had to have been a random act of vandalism to get the car on fire.
Anywhere from 3 to 5 minutes depending on the type of carpet. The more plush it is, the quicker it would start. It will just sit and smolder at first, though.
