If the line is constant then it is probably a hardware problem that requires repair. If the line changes or goes away when you change the screen resolution for the desktop then you can probably fix the problem through software.
Im not sure but i think its the battery. If the laptops not plugged into the charger I think itll blink.

This can be due to an unregistered dock. If your laptop doesn't register it's dock to the docking station it will affect the color settings on monitor. To fix just undock laptop, restart it, let it boot to logon prompt, dock it, then log on.
