I take you truck has a tilt steering wheel in it. There is a u-joint in the steering shaft that has 4 bolts that hold in together, The bolts are coming out, and they need to be tighten back up with some lock tight put on the threads.
You need to get someone that has fixed that problem before to fix yours.
You have to remove steering wheel and alot of other small parts to get to all 4 bolts.
If you have never done it , Then I would not try it yourself. I have fixed alot of them myself and it requires special tools to get it apart.
its not the steering stabilizer, i bet its the intermediate steering shaft. they had a lot of problems with that part. feels like someone is banging your steering components around with a broom stick, right?
Do you have a tilt steering wheel ?? If so then more then likely the wires are shorted out where the wheel tilts. Common problem.
The Vin is located in front of the steering wheel on the dash. where the windshield meets the dash
