You probably have one turn signal bulb that is burned out. Turn on your blinker to whichever direction makes it flash fast, then get out and look at both the front and rear indicators. If you replace one bulb, it is best to replace its twin on the other side, since that light is (or should be) just as old as the one you just replaced. It's convenient that the auto parts stores sell them in two-packs.

there are 2 small tabs on the turn signal swith in side the steering colum. these turn the signal off when wheel is straightened after turning. if one or both are broken, signal will not turn off automatically
I haven't read a driver's manual for years, but yes, as far as I know drivers in Indiana are required to signal before turning.
