Check the breakers/fuses to see if any of them have opened the circuit. Replace any blown fuses or turn breakers back on. If it's more of a problem than that you should contact a qualified service technician to take care of the problem.
A GFCI outlet has a TEST and RESET switch. Press reset and see if it fixes problem. If reset won't stay in that means that a ground fault condition is present and may be on another outlet that is fed from the tripped GFCI. If this isn't the problem check the main breaker feeding the GFCI and ensure it isn't tripped. If none of this works the GFCI itself may be bad. If you have a Volt Meter you can remove the outlet from the wall receptacle and make sure there is voltage present. You can also see if there is a branch circuit connected. To troubleshoot you can disconnect the branch circuit and then try reset. If you have voltage on input and GFCI won't reset with branch circuits removed, replace the GFCI.

The circuit is wired wrong. Contact a qualified electrician to make the necessary repairs. You don't describe the problem well enough to troubleshoot. If there is a fuse involved and it blows you would have to replace the fuse before anything should turn on. If this circuit worked at one time and all of a sudden stopped working then you may have a faulty switch or wires shorted in te switch box. If this is a new installation follow advice from redbeard.
As an analyst anyway, the first step of problem solving is to troubleshoot it.
Troubleshoot a problem by being patient and understanding. Do as much fact finding as possible and do not assume that the problem is petty or a lie.
Assuming there is power to the monitor (the 'on' indicator is illuminated)... Check the cable from the monitor to the CPU is connected... (try another cable to be sure). If that's okay - the next thing to check would be the graphics card inside the computer (best done by a competent technician).
