i have a 2000 Mercury couger well lets see i changed my controle temp sensor and mine stuk to cold but when i put my old one back in it went to normal they told me it was my mass air flow sensor try the both of them they ain't but 20.00 bucks a piece its one are the orther.
Check your thermostat. Looks like it is stuck open and needs replacing. That could be why your engine is running cold. Atleast its not stuck in the closed position.

Yes the temperature gauge will still work. If it stuck open the car will run cool. If it is stuck closed the car will overheat.
The temp sending unit may be unplugged or faulty.
Throttle plate may be stuck With engine off try sticking a screwdriver into throttle body and freeing up plate
If the fuel gauge is stuck, the needle never moves, then the gauge has a problem and needs to be replaced.
Plugged heater core maybe. Maybe the thermostat. Coolant keeps your engine cool under duress. If the thermostat is stuck open, the engine is staying too cool. Your heat is run off of your engine temperature.
