Hello, there are a number of reasons why your PA doesn't want to shift into over drive. The easiest and also the cheapest to fix is to replace the thermostat. There are a number of things that require a minimum temp to work and the OD is one of them.

22 inch rims will fit on a 97 Buick Park Avenue , but they will rub. 20 inch rims would be a better option if you don't your rims to rub.

The fuel filter is UNDER the car, just a bit to the passenger side of the center, near the bottom of the firewall. If this was a rear-wheel-drive it would be just to the left (passenger side) of the transmission.
