This word appears in the Psalms. Psalms was actually a collection of songs of praise, poems, and prayers composed by early Bible writers such as David and Asaph. Se'lah was actually instruction given to the one singing the melody. If you were a musician back then, likely you would understand what was meant by this instruction. Perhaps it was to indicate what feeling the verse was to be sung with, or how the instrumental accompaniment was to be played. If you read Psalms, you will see other examples of musical instruction in some translations. I am now looking at Psalms 55, and in this translation, I see an instruction given just prior to that Psalm,"To the director on stringed instrumants. Mas'kil. Of David." Here again, a musician back in that day, would no doubt understand what "mas'kil" means, annd would follow the direction indicated.
It would normally be 'he is saying', as you would only use 'he is telling' if the sentence is 'he is telling me how to do everything' or 'he is telling me a lovely story'.
