THe President would take steps to secure the country from any known terrorist threats. There is now a Secretary of Homeland Security who deals with detecting terrorist threats and preventing any harm from them.
President John F. Kennedy was the active President during the Cuban Missile Crisis. His role was to successfully get the Soviet Union to remove their Nuclear Missiles from Cuba in 10 days as a threat to the United States of America.
Speaker of the House
If the President is impeached and convicted, the Vice President would succeed him. The Vice President would then assume the role of President for the remainder of the term.
This is because the main role of the vice-president is to be able to take over as President if necessary. A person not qualified to be President would not be able to become president and so could not fill this role.

The president of Ireland would have no role in such decisions. The president of Ireland is the head of state, not the head of government, and so has no role in running the country or setting policies.
He oes not have a role. The vice president is President of the Senate.

If the president has a life partner then that partner would fulfill that role.
