That depends on what one defines as a gang. Not all gangs participate in violent or illegal activity. A gang is generally considered a group of people with similar beliefs, goals, or lifestyles. If this is the case, almost any group is considered a gang. Church groups, sports teams, families, and even the police force could be considered gangs. Without groups everyone would be left to fend for themselves. There would be no cooperative behavior which is a defining characteristic of a civilized society.
If there were no violent gangs characterized as participating in illegal activity there would simply be less organized crime. Some of the people who would have otherwise joined a gang would find a different group to join and reap the same benefits of belonging to a network of people working together towards the same goal. Others would lose out on those same benefits that belonging to a gang would have provided. Also, there would still be plenty of crime planned and executed by individuals. The biggest benefit of not having gangs would be the lack of pressure for some people to participate in illegal activities who would not normally do so.

A better question would be: Is there a state that doesn't have gangs? Probably not, I would imagine every state has them. They are literally in all 50 states including Alaska. There are Indian gangs, Black, White and Latino Gangs. Asian Gangs have been around for a long time.
