I think it would definitely be more peaceful for animals, and we'd have a much higher population of those who are endangered, however there would be many more people who are very poor. This is because when people are broke they tend to lean towards poaching if they have valuable animals nearby. I'm pretty sure the jail count would be much lower as well.
That's all statistics though. I think that if there were no poaching in the first place, we could've spent less time worrying about that and more time advancing other areas of knowledge!!
No You can't have legal poaching, that'd be like having a legal crime. Poaching is illegal hunting, so legal poaching would be hunting.
