The phrase "Why can't I quit you?" Implies one, that the person is addicted to the subject, and two, the person wants to know why they can not seem to break this addiction. If the phrase is said by the subjects lover, it would seem that the person does not want to be in a relationship, but can not seem to keep themselves away from the subject.

In most cases yes. If a person was arrested, served time (Canadian Law) and was innocent and wants to change their name then they have a right. If the person committed the crime (you would see on some criminals records "aka John Smith; Jeff Petersen" then no, they can't change their names. The law wants to keep a bead on them.
