There is not much the President should or can do that the governors of the states affected can not do. He can call the governors and ask if he they need help. He might alert any military bases in the area to be ready to offer emergency assistance. If the forest service has fire-fighting equipment and men nearby, they should be put on alert. It is rare to get a two-day notice about an earthquake.
